The removal of hazardous and toxic pollutants from groundwater, surface water, and soil; the cleanup of active and abandoned industrial facilities; and the reclamation and restoration of abandoned sites for re-use and redevelopment present unique technical, regulatory, and cost issues. Land Use Planning

HAZMED drafted a CERCLA site remediation strategy that integrated land use plans, risk assessments, institutional controls, and five-year reviews, allowing DOE to focus on site areas where cleanup clearly was warranted. The strategy overcame limitations from the lack of final land use decisions by using CERCLA mechanisms to reach final remediation decisions consistent with final land use determinations.

Sampling and Analysis Plan

HAZMED technical experts supported the Department of Energy Nevada Operations Office Project Chariot Tracer Study Site Remedial Action Project for characterization, removal, and transport of radioactively contaminated soil from a remote area in Alaska to the Nevada Test Site Low Level Radioactive Waste Site (Area 5) within an eight-week schedule. HAZMED prepared and reviewed sampling and analysis plans.

Superfund Cost Recovery
Environmental Protection Agency
HAZMED and its subcontractor assisted EPA Region 4 in compiling and evaluating costs. In a one-week, quick response HAZMED expedited cost recovery in the collection and organization of records so EPA could meet a negotiation settlement deadline. HAZMED compiled contracts, cooperative agreements, and interagency agreements and extracted required information for EPA/Department of Justice (DOJ) counsel.

Redevelopment Masterplan
U.S. Army Corps of Engineers
A HAZMED team assisted the Army Corps of Engineers, Kansas City District, and the City of Kansas City, MO in preparing a joint Greenway Masterplan for the Blue River Corridor with community involvement and quality control processes, financing options, and institutional arrangements.

HAZMED resolved a conflict and built a team to help the EPA Federal Facilities Restoration and Reuse Office, the U.S. Department of Agriculture (USDA), the State of Illinois, the Department of the Army, and community groups work together to confront environmental cleanup and property transfer issues on the Joliet Army Ammunition Plant installation.

Health Risk Assessment

HAZMED reviewed EPA and DOE risk assessment and health effect documents from national proceedings [JS2] to determine whether DOE risk assessment policies conform to current research findings. The review covered neurotoxicity risks and reproduction and fertility effects.
